Chisago Lakes Lake Improvement District Board Meeting Information - January 3, 2022 

The Chisago Lakes Lake Improvement District Board Meeting on Monday, January 3, 2022 at 6:30 p.m. will be held as an in-person and virtual meeting.  The in-person meeting will be in conference room 150B, lowest level, Chisago County Government Center, 313 North Main Street, Center City.

Pursuant to Minnesota Statutes Section 13D.02, Lake Improvement District (LID) Board member Gary Schumacher will remotely attend the LID Board meeting on Monday, January 3, 2022 at 6:30 pm via Microsoft Teams.  LID Board member Schumacher will be seen and heard via electronic means and will participate from 8840 98th Street, Road Unit C, Ocala, FL 34481, a location open and accessible to the public.  Pursuant to Minnesota Statutes Section 13D.02, Subd. 3, persons interested in monitoring the meeting electronically from a remote location may view the meeting through the Microsoft Teams meeting link below.

Annual Meeting and Election of one Area 2 Board of Directors position.  

The Annual Meeting of the Chisago Lakes Lake Improvement District (LID) will be Monday, February 7, 2022, at 6:30 p.m.  The meeting will be a combination of a virtual and in-person meeting.  The in-person meeting will be in conference room 150B, lowest level, Chisago County Government Center, 313 North Main Street, Center City.  Social distancing of a minimum 6 feet between individuals and/or family groups must be maintained for those who wish to participate in-person.   Meeting room overflow areas are limited to adjacent hallways and public spaces should available meeting space become full.  Prior to the meeting, the online address for the virtual meeting will be posted on the LID website at http://www.chisagocounty.us/300/Lake-Improvement-District.

The Annual Meeting will include a presentation showcasing 2021 projects and activities.

In addition, from January 4 through February 7, 2022, there will be an election for one Area 2 Board of Directors positions.  Election results will be presented at the Annual Meeting.  Click here to view the map showing Board Member areas.

The Chisago Lakes Lake Improvement District solicited applications for the Area 2 Board of Directors positions.  Publication and notice of candidate filing opportunities occurred in the December 2021 issues of the Chisago County Press.  The notice was distributed among area lake associations and posted on the Chisago Lakes Lake Improvement District website. The candidate application deadline for Area 2 Board of Directors positions expired on December 30, 2021.  Registered candidates are identified as follows:

Area 2 Board of Directors Election

Area 2 is bounded by Highway 8 on the North, County Road 25 (Olinda Trail) to the West and includes the Southeast corner of the Chisago Lakes Lake Improvement District.  Blooms, Linn, Ogren, Pearson, South Center and Swamp Lakes are included in this area.

Candidate(s) that have submitted an application include:  Jill Behnke, Robert Klatt and Scott Noland.

Absentee and In-Person Voting:

Absentee ballots are available to any eligible voter requesting one.  Absentee ballots can be requested on line at www.chisagocounty.us/LIDAbsenteeBallot. Eligible voters include all of the property owners residing in the Chisago Lakes Lake Improvement District.  Each property owner, including owners of more than one property, is entitled to one vote.   Property owner’s names must be identified on Chisago County property tax records as owners of property.  The list of property owners residing in the District will be updated from the Chisago County records within 30 days of an election.   If the property is owned by a Trust or other entity, documentation of Individual Trustees or owners must be provided prior to receiving a ballot and voting.

Absentee ballots must be delivered to the Chisago County Government Center outdoor main entrance drop box or brought indoors to the Environmental Services office, 313 North Main Street, Center City, MN 55012 by 4:30 p.m. February 7, the day of the annual meeting.   Absentee ballots received after 4:30 p.m. are void and will not be counted.  In order to receive and return an absentee ballot by US mail it is recommended your request for a ballot be received no later than Monday, January 24, 2022.  Absentee ballots may be returned in person up to 4:30 p.m. on the day of the election.

In person voting will take place Monday, February 7, 2022 between the hours of 8:00 a.m. and 4:30 p.m.   To vote in person proceed to the Environmental Services office, Suite 240, 313 North Main Street, Center City, MN 55012.  No voting will take place during the Annual Meeting which starts at 6:30 p.m.

The regularly scheduled Chisago Lakes Lake Improvement District (LID) Board meetings are held:

  • 6:30 p.m.
  • The 1st Monday of each month, unless that date is in conflict with a major holiday
    • In those instances, the meetings will be held on the following Monday

Mission Statement

The mission of the Chisago Lakes Lake Improvement District is to restore, preserve, protect and enhance the water resources of the Chisago Lakes Chain of Lakes Watershed.

Goals

The goals of the Lake Improvement District are to:

  • Preserve, protect and enhance water quality within the Chisago Lakes Chain of Lakes Watershed.
  • Maintain the ditch and weir system in order to control water levels during high water events.
  • Encourage environmentally sound land use practices for urban and agricultural areas to protect water quality within the Chisago Lakes Chain of Lakes Watershed.
  • Support safe and balanced recreational use of surface water.
  • Restore, improve and maintain navigation channels between the lakes.
  • Protect, encourage and restore native shoreline to improve fish and wildlife habitat.
  • Promote environmental education, awareness and stewardship within the Chisago Lakes Chain of Lakes Watershed.
  • Promote the reduction of non-native aquatic invasive species.

Water Resource Management

The activities of the Lake Improvement District are guided by a Water Resource Management Plan (PDF). The plan includes the Mission, Goals, and Objectives of the LID. Each year the plan is reviewed and modified by the LID Board. The plan is used as a budgeting tool to prioritize the use of limited funding.

District Origin

The Chisago Lakes Lake Improvement District was first established on April 21, 1976 by Resolution of the Chisago County Board of Commissioners and was reactivated by Resolution of the County Board on August 21, 1984.

Major Lakes
